Solar_Power_Manager_5V_SKU__DFR0559 - no 5VUSB out after discharge - recharge

Hello everyone,
We have the following setup for a raspberry pi Zero solar project :
RaspberryPI zero
Solar_Power_Manager_5V_SKU__DFR0559
5W solar panel
2000mAh battery

The raspberrypi zero is connected to the 5V USB out. In the morning, the battery being out of energy, the solar panel starts to provide energy and charging the battery, the RaspberryPi will not restart, even after a full day of Barcelona sun. We have to unplug/replug it so that it starts. It seems the board does not provide power until we do this action.
What can we do to avoid this behavior ?

The Raspberry Pi cannot be soft-started. After shutting down, it needs to be plugged in and unplugged to restart. It is impossible to solve this problem from this board.
