Is it possible to flash Bluno firmware to a new CC2540 chip

Hi,

I like Bluno. But I want to know if I make my board with a totally new CC2540 and Atmega328, how can I flash the Bluno's firmware into the CC2540?
Bluno's firmware may be flashed via USB cable by SBL way. I think it should contain a bootloader which support to flash the firmware via USB. But is the bootloader available or BFRobot private?

I know CC debugger of CC2540, I used it for many times to flash new firmware to CC2540. But I tried to flash Bluno and failed.
I am not sure whether Bluno guys allow users to flash their firmware to a new CC2540 device, maybe they use some hardware encryption method to forbid this kind of thing.
But this is useful for our general users. So we can use this easy way in our products.
I don't want to offend anyone, I just to want to know whether it is allowed and if yes, how to do it?
