Mega IO Expansion Shield - no power on digital VCC pins

Like the subject says I have hooked up the Mega IO Expansion Shield to an Arduino Mega and none of the digital VCC pins are providing +5v.
The prototyping area does provide +5v, the analog VCC pins also provide +5v, if I set a digital pin to high it provides +5v.
Has anyone else encountered a problem like this?
Is the Mega IO Expansion Shield shot?
Have checked using multimeter.

2016-10-20 20:18:01 Switch to 5V means that the digital port is powered by Arduino mega; to PWR means that you can connect the external power supply to power the digital port via the PWR_IN interface, which is only supply for the digital port on the shield, not for Arduino mega.

2016-10-09 00:05:46 Yes, the switch is used for digital port external power supply and plate load power switch . When you are going to use digital port, please toggle the switch to 5v.

2016-10-08 14:11:53 This looks like it was caused by the power switch being in the wrong position. For some reason all the other VCC pins worked except for digital. Once switched to 5v the digital ones appear to work.
