Not turning on / continuous rebooting SIM7000E problem

I am trying to turn on SIM7000E, but it is getting stuck at "Turn On" and in debugge mode with usb it is constantly rebooting.
This is my setup
DFRobot - Arduino - Powered by 12V/1A
DFRobot SIM7000E
DFRobot library - Edited with delay(3000) from previous suggestion.
Any help would be appreciated.
