HTTP POST with Sim808 Shield + Uno

I have been working on this project a few months. Not fluent in C (fluent in C++ & Java) so it may be a dumb problem. I have the GPS coordinates coming to the console however I want to send this via an API call. I have a TING SIM card that has data available. I can use the SIM to send a text via the Arduino but not able to send or receive data. I run through the AT commands and I get an IP address and that the status is IP initial but I continue to get network error and that the network is not registered. At a loss for solutions so any direction would be greatly appreciated.
