cant we increase recording time and cant we include sd card

When the signal pin is set to a high level, it will play the recorded sound.
So it can be used on the Raspberry Pi.
You just have to set the GPIO of your Raspberry Pi.

can I use arduino to control START and STOP recording?

No, this module is not designed any port for connect to sd card module, it only support 10 seconds
