Can the measurement result be read with visual basic 6 program?

I have it connected to a heltec lora wan V3, with the same scheme as the image. but for some reason I have variations in the reading.
I think that the quality of my power supply is not good, which is recommended to avoid voltage variations.
I am planning to use a Decoupling Capacitors between the controller and the rotary encoder
