Is it okay to power this using 3.3V?

RL means current limiting resistor.
You don't need to care about this if you want to wire this sensor into another microcontroller.
This is because we have made peripheral circuitry for the MQ3 to turn it into a sensor module instead of a separate MQ3 probe.
