SNN0308 moisture sensor

Sirs, 

I bought a waterproof capacitive moisture sensor SEN0308. I installed it and by a DMM I measured in the air 2,43 Vdc, in water 0,38 Vdc. How can I interpret these valiues into earth moisture?

For calibration, insert in Dry Soil (0% moisture)

Measure and record the voltage. Let's call it Vdry

Insert in Saturated Soil (100% moisture)

Saturate the soil (wet but not waterlogged), insert the sensor, and measure → Vwet. Don't use water directly for calibration, as it’s not representative of soil moisture. Use very dry soil and fully saturated soil.

I've done the procedure. Do You know that this capacitive sensor has a linear characteristic? There is a quiestion mark in my mind, I've never seen  linear capacitive sensor.
