How to set range limit in 2D coordinates

I doing my project now, but currently stuck here. is anyone know or giving some ideas on how to set range limit in 2D coordinates. For example during the mobile network communication, once the system detected that the person is out of the norm scope of location, an SMS will be triggered immediately and send automatically.
Next, may i ask is the GPS/GPRS/GSM V3 shield can interface with Intel galileo gen2 board? Since gen2 board support up to 7-12V too.

For the second question, the GPS/GSM~ module, it supports Intel galileo gen2 for on UNO, it uses only PIN3,4,5 and Tx/Rx, so it should work on gen2.
but for the range setting, I haven't got a good idea.
