Android BLE App to Windows 10 PC App via Bluno Link

Is it possible to send text (UTF8) from my Android Phone (BLE) with my own bespoke App created in App Inventor 2, to a Windows 10 64bit PC fitted with a Bluno Link, and receive the text with my own bespoke Windows program?
