Optic vision system & PLC communication

Me and some friends are building a quality-ensuring test machine for nozzles as our bachelor thesis and require some help regarding Lattepanda.
The whole machine will be controlled by a PLC, but the PLC can not determine the nozzle's spray angle. This is where we plan to use a Lattepanda 64GB with Windows 10. By the use of optical vision and an automatic image processing program in Labview/Matlab we believe this can be a solution to our problem.
How well can the Lattepanda communicate with the PLC?
Is it difficult to program?
I assume it will be C++?
We do not have any experience with Lattepanda and wonder which and what ammount of parts we need outside of the Lattepanda itself to make this work.
