CAPACITIVE MOISTURE SENSOR

Hello All,
I am not a technician so please forgive me for my question.
I read that the capacitive moisture sensor will output 0-3v depending on the level of the moisture of the ground. This is exactly the specs of the sensor i wanted to replace (Vegetronix) Their sensor is excellent but too expensive.
So I tested the DFROBOT sensor with a simple multimeter but I never go the range 0-3v. What am I doing wrong ?
I do not want to use the sensor with an Arduino, just a voltage comparator with a relay.
Can you please help ?

Do you mean you are using this sensor: “https://www.dfrobot.com/product-1385.html”?If so, as I know, the output voltage 0-3V means the voltage between the signal pin and the ground, which need you to connect the analog pin to a controller board, just a voltage comparator with a relay I am afraid not.
