You should mention that this device DOES NOT REGULATE with no load. It sits there and oscillates up to
nearly 5V.

With a 1K ohm load (3.3mA) it sits at about 3.9V and with 150 ohm load (22mA) it does actually reach the correct voltage.

Since it doesn't regulate properly with no load, you need to take that into consideration and how it could possibly damage your circuits with a very light load.
