With the prices of thumb drives (USB 1.1, 2.0 and 3.0) so low and in the gigabyte range, will this work in a Raspberry 3B+ and or 4B to add another USB to a custom case? How large can I go with a thumb drive? etc. any additional information would be welcomed.
If it has a boot loader on it, then yes. If not, you will need an AVR programmer or an Arduino.

You can use it to have a USB connection for a thumb device with Raspberry Pi 3B+ or 4B to add another USB to a custom case but you will need a female USB port to connect it.
