I am experiencing a hardware issue with the UART communication port.
Problem Description: The UART port does not transmit any data. I have verified this through multiple tests.
Tests Performed:

Conclusion: The UART TX pin appears to have a hardware defect. It remains at constant HIGH (3.3V) and never transmits data bits.
