Fan Speed Control Not Working - LattePanda IOTA Active Cooler

I think my LattePanda Iota or its cooler may have a defect, unless I’m overlooking something.

Since I first set it up, the fan has been running at full speed constantly. From what I’ve read, the fan speed should be PWM-controlled, and I found those settings in the BIOS. As far as I understand, it should automatically ramp up and down based on temperature, but that isn’t happening.

 

I also tried manually adjusting the PWM settings in the BIOS, but it doesn’t seem to make any difference. The fan’s maximum speed is 5400 RPM, and according to the BIOS, it stays there 24/7.

 

So far I’ve tried:

- Reseating the fan connectors, in case the connection wasn’t fully secure

- Reapplying the thermal paste more carefully- Confirming that I removed the protective plastic from the thermal pads 

None of that changed anything. The temperatures shown in the BIOS seem normal — it idles at around 35°C. Even with the BIOS set to its default automatic fan control, the fan still runs at maximum speed all the time. Manually changing the PWM value also appears to do nothing. There is a BIOS option to force the fan to run at max speed constantly, but that is not enabled.

At this point, I’m not sure whether this is a defective fan, a cooler issue, or possibly a BIOS/fan control problem. Has anyone run into this before or have any advice on how to troubleshoot it?
