If 5 volts and ground are only applied to the board, should I see the Active
LED light up with movement in front of the sensor? If not, under what conditions
will it turn on? In other words, whats it's purpose?

If 5 volts and ground are only applied to the board, the Active LED will not light up. Only in the mode of RS232/TTL, the LED will light up. More detailed info you can refer to our product wiki, as shown in the following link:
