No need to return the shield. I've got it working now.

It was one of those ID-10T errors. I had cut the connector off my power adapter and measured the voltage to identify the negative and positive wires. What I didn't realize was that the leads of my multimeter were reversed  :-[ so I was always identifying them wrong. That's why my friends power supply worked - he had the pos/neg leads identified correctly.

At least the board did not fry with the terminals connected wrong - it's working correctly (at least when the power is hooked up right).
